Initiate a Trade, Shop a Player ???
I am running a league with just my friend, I am the Commish. Now I can shop a player and initiate a trade with my team, but he can't with his and as Commish, I cant shop for him either.
In settings I have enable trading and trades with other Major Leagues checked. Am I missing something in the setup that doesnt allow him to shop a player atleast to get an idea from the other computer teams who he can trade for ???

Yeah you can. Just go to his Manager Options screen in the Manager dropdown menu.
