How does the AI determine whether or not a team can afford a contract that the team is trying to acquire in a trade? Sometimes I get a little confused because it looks like I have the money, but the AI thinks differently. Any guidance would be greatly appreciated.

I can give you a simplistic answer, which is: the AI looks at the "projected budget room" number on the left hand side of the financials page. As with many aspects of OOTP, there are additions, subtractions and exceptions which can come into play (especially based on the time of year), so if you think there is something wrong with a specific transaction, post info about that transactions (including screen shots, if necessary).
