Can I tell my scout to go out and find me an international prospect or is it automatic?

I'm basically asking what the topic is asking... so can I tell my scout to go out and find me an international prospect or is it automatic? Because I need someone to fill in for my injured LF in Advanced_A ball, and there's no one I'd like to bring up / bring down... and every one in the free agency is above 25 years old, so it'd be unrealistic to get an old vet to play with 19-21 year olds down there... so can I tell my scout to go find me an international prospect right away or does that only happen once in a blue moon? Thanks.

If and when your scout finds anything, he'll let you know.
