staff attributes changing?

the attributes for a manager, coaches, scouts, and trainers, will they increase/decrease after each season, or are they set in stone until they retire? I'm having trouble deciding if I should sign a scout who has 20's in scouting (he is 38 years old) or if I should keep the scout I have, who has 17 and 18's in scouting, and is 35 years old? thanks for any advice!

i am not positive, but i believe staff members do improve slightly through the years. i have no proof, but i always hire young staff members and they seem to improve.
