salary cap question/commish FA bids

I run a league and we have a 95 mil cap. So everyone gets cut spending cap-player salaries. My team the owner always approve spending more even though I only have like 28 mil for free agents. Is this because I'm the commish. Can I change this? What did I set up wrong.

Don't spend over the limit.
