FTP Settings Page?

I want to post the files for an historical league that I am running solo. Is the Commissioner route the way to go? Or is there a simpler way?

At any rate, I am set up as a commissioner but can't find the League File Upload Options to put in the FTP settings.

You have to be logged in as commish then from the OOTP menu (it's to the right of the book icon at the top, left of the "?" icon), select "online league settings".
