Project Payroll does not equal Salary Report estimate

In a league I'm running (WBH), I've noticed that Projected Payroll on the Finances screen does not match the projected salaries on the Salary Report.

This is a huge problem because OOTP uses the Projected Payroll to calculate the amount available to resign players, and in some cases it's off by as much as $20 million, so effectively some teams can't re-sign players even though they are way under their budgets for the following season.

Is there a reason why these numbers shouldn't match? Or is it some kind of bug?
