Rule 5 eligibility question

For the first time, I was attempting to understand Rule 5 eligibility in an online league. But I find myself puzzled.

I have a player that was 21 years old when he signed his first minor league contract and from my understanding should have become eligible for the rule 5 draft after 3 years of professional service. However, the game seems to think he will not become eligible until he has accumulated 4 years of professional service.

From the OOTP 11 Manual:
"Rule 5 Draft Eligibility

A player is eligible for the Rule 5 draft if he meets the conditions listed below. Follow the links to learn more about some of the terms used below:

The player has at least three but fewer than six years of professional service time, and the player was age 19 or older when he first signed a contract.
The player is not on the team's secondary roster.

Note: Players who were age 18 or younger when they entered the league are eligible if they have at least four, but fewer than seven years of professional service time. In other words, young players get an extra year before they become eligible for the Rule 5 draft."

The player I have questions about is SP Yosh_teru Sato.

On his player profile it says "Ineligible (less than 4 pro years)" for the Rule 5 Eligibility.

However, he was drafted on 6/21/2012, which would have put him at 21 years old for his first minor league contract.
Per the rules listed above, I do not understand why he doesn't fall into the "at least three years" category since he was older than 19.

Can anyone please explain why the game thinks he needs 4 years pros service to be eligible, but per the manual should only need 3 years?

I ran this question by our GM, who noted that there is a bug in how OOTP 11 accumulates Professional time. Apparently this player already has enough professional service to be 4 complete years, but is counted as 3 years and some days. That is really a separate issue though, because the player has already earned the 3 years that I think he needs to be rule 5 eligible.

Anyway, the GM didn't say anything about using anything other than the default options for this rule.

trying to add players contract page image

I can't figure out how to add the image in this forum. If someone knows how to do that and wants to see the player page, please explain how I can add the image.

i tried clicking the image icon and adding the URL from photobucket, but the forum just seems to display the code rather than the image itself.

EDIT: Ha Ha I finally figured out why I couldn't post the image. The player's name had a four letter word in it (sh*t) and the forum kept replacing that portion of the url with asterisks
