Draft Bug: Unsigned Players Allowed to Stay on Drafting Team & Return to Draft Next Yr

Seeing this in our online league. Conan von Manstein was selected in the 2025 draft, the drafting team was unable to sign him, he was placed in the minors anyway, now he's back in the 2026 draft. Same behavior with Al Willis though he is on a different team.

This makes using signing bonuses a bit weird and we are now discontinuing use in our online league until this can be fixed. These players should not be in the minors. They should be going on to college in the case of HS players or to an independent league of some sort that works as a holding place for those that would be done with college.
