Feedback -

1. Download the Demo of OOTP12 and give it a try.

2. Read about OOTP13 and the new features and decide if those things are what you want and are worth waiting for.

Note - the pre-order period for OOTP13 ends very soon, so the chance to save a few $ is still there.

League Associations and Expanded Playoff Modes

The game now supports associations with multiple leagues. Associated leagues may share certain rules, free agents, and/or draft pools. Once all seasons are completed in the associated leagues, the winners may meet in extra playoffs, determining the ultimate champion of your OOTP game.
League playoffs in OOTP 13 also offer more custom options, including, for example, first-round byes. Now you can run your league playoffs any way you want.

I would wait for OOTP 13 and pre-order.

With the target date for release this year being around opening day/April I would wait for 13 and check out the demo for 12 in the meantime.
