Is A 64 Team Feeder League Too Many Teams for a 8 Team League?

I am doing one of my custom league and for the 1st 4 season there are only 8 ML teams with 4 levels of minors. Is 64 team NCAA league too many for that few of teams? How many teams should I have when I introduce a 64 team NCAA?
Expansion years/Amount of total ML teams Starting with 8 in 2000.
2004/12
2009/16
2012/20
2015/24
2019/26
2020/28
2030/30
2041/32
