AI not scouting hidden foreign players

It seems to me that the AI is not doing this at all, or if they are, they are doing it at such a slow rate as to be insignificant... someone please let me know if I am wrong on this. I have not seen the computer sign any foreign hidden players...

I have read that the AI does, indeed, do this.
