More pbp/news typos

Typos in news messages/pbp:

-in text id 10426, 'tags tags' should just be 'tags';
-in id 15526, the characters which are supposed to be quotation marks print on my screen as rectangular boxes; I'm not sure if this is specific to my system (Mac, latest patch).

10426 has been fixed.

15526 is a subject message, it doesn't have any quotation marks. message itself is a different object, and we had a problem where text edited in word then copied into the database ended up with these problems for quotations and apostrophes. If you see it again get the object number and I can get those fixed.

My apologies, the message number was 15556, about the perfect game. The quotation marks in the message did not print properly.

One further typo:
In id 17061, 'marque' should be 'marquee'.

15556 and 17061 fixed, also found another with the same quote problem and fixed that.
