New League ignores Max Age limit

I set up a new league (1 level, major league. 24 teams, 2 subleagues, 2 divisions each) and set the age limits at min 18 and max 21. Well over half the players created and assigned (I didn't have a fantasy draft to start things off) are over 21 and no one is under age 20.

Does the age limits only work in feeder leagues? If so, why offer it elsewhere?
