Financial Problem: AI teams not signing any free agents

I am running the most recent patch for OOTP2007.

It is the offseason in my historical league, and there are many top-notch free agents available. However, none of the AI teams are signing any of them - no offers, no signings, nothing. I figured the game might (incorrectly) think none of the teams had money available, so I reverted to my November 1 backup date, gave all the teams a ton of cash, and ran the offseason again. Nothing. No signings whatsoever.

Has anyone seen this? I've seen that the finances appear to be a little screwy from some of the other issues people have mentioned, but I haven't seen any other instances of the AI just not signing anyone. I'm hoping someone can figure out an answer to this, because this would obviously be a fatal flaw in this league I've been running since 2007 came out.

I've got a saved quickstart of the league on November 1, and there doesn't appear to be anything wrong with the league file that I can see.

I just had the same thing happen. a couple 4 star FA's went unsigned until early June. granted both were in their mid to upper 30's, so I can in a way see why teams were reluctant to shell out big money for them. I don't see alot of top end FA's unsigned...maybe 3-5 each season. I haven't seen them go unsigned for the entire year though. some wait until Spring Training starts, while others go as late as the all star break. usually by the end of the season the big names have a home.

I'm talking about a situation where zero free agents have been signed though. None. No stars, no mid-level players, no scrubs. A couple of these teams are brand new, and had no players; a few others had some big holes that they needed to fill.

They signed zero players from November 1 through April 1.

You ran other off-seasons in this league that included proper FA signings? Has AI control of transactions been disabled for these teams? Are they doing anything at all? Trading, firing, promoting, demoting?
