ootp2007.exe License Issue

2007, 2.0.3?, XP.

Tried starting OOTP 2007 tonight. Gave me an error saying that it "could not get a license at this time. Please try running this program later. 58 1"
So I tried restarting. Same error.

So I tried downloading the installer from the website and reinstalling. Fail.
Reinstall after deleting all related folders after the uninstall. Fail.
Uninstall, reinstall elicense program. Fail.
Uninstall elicense program, remove ootp, reinstall ootp, fail.
Try doing this with turning firewall off. Fail.

Try contacting elicense company. Tells me to try an offline registration, gives instructions. Instructions impossible to follow because program gets error before it gets to the licensing menu.

Waiting on next response from elicense company, posting issue here for future reference, I guess.


Is the licensing menu supposed to come up at the end of the install? I noticed that for several minutes after the install, there was a msiexec.exe process still running but not doing anything.

Also, the elicense program in the control panel does nothing when I try to open it.

(I think I have the original game installer file from around July on a disk here somewhere. Maybe I'll trying installing with that and then patch it from there.)

Ok. Still no progress. Been going back and forth with the elicense people for 2 days.

The license control program says I have a license. It will not let me unlicense it when the game is not installed. When the game is installed, it instead gives me an error saying it can not get a license (when it already says it has a license and should be trying to instead remove it.)

The game says it can not get a license at this time when I try to: run it, unlicense it.

I even tried uninstalling everything (the game, the elicense stuff) and deleting all the corresponding leftover files (and the elicense registry keys, which was pretty hard to do, actually).


Is it possible there's a problem with the installer for 2007 on the download page?
When it finishes installing the game, is it supposed to try licensing the game or something?
When the installer is done, there is still a msiexec.exe process active, doing nothing. I know this process is related to the installer, so is it maybe just not finished installing? Possibly stuck/hanging?
