I just tried a major league quickstart and got this same problem

no available personnel and most minor league teams missing staff. I uninstalled and reinstalled and still no joy. Is there a certain file I should be reinstalling from? Maybe I've got an older one. Did update to 8.0.0.13 after reinstalling.

any advice would be appreciated.

Yeah, I started a new game after reinstall. Was just setting up something to screw around with until 9 comes out because I'm inbetween seasons on my main sim and heard it was better to upgrade versions in the offseason rather than during the season.

I tried it on my other computer and it worked fine. My guess is I'm reinstalling from an out of date file on the old computer. Can you direct me to a current one? the old computer is still running win2000 if that makes any difference.

Converting can be done at any point, but it tends to be safer to do it during the off-season, yes.
