Can't scout nation

I've started a historical league/fictional league in 1989 and my full scouting thing is checked, but I can't scout nation. I can however scout everything else.

Did you enable the option to include hidden players when you created the league?

I know I've seen that option, where is it in the league settings

I found it, you must only be able to change it in the offseason

I don't think that you can change it once you have started your league.

I did a quick test by changing it mid-game (the backdoor way obviously) and it didn't create any international players after 20 years of simming, so it definitely has to be on at the start of the game.

I'll close this one as this works as designed.
