Would it be possible to create a standard major league with full minors and NO players, to be populated as all free agents from a historical db?

Yes.

Create the league, use the function "release all players" from the league setup. Now go to the free agent screen, and select "delete all free agents". Now you have an empty league. In order to populate this league with players, you can import single players from the Lahman database, or copy a players.dat file from a league (historical league i.e.) where all players were released into the desired league folder.

Makes sense?

Dangit...I could have been doing that years ago. I always import 1900 and then add all the major league teams to modern specs. When I could have been importing 2000, dumping and erasing, and then setting the league date to 1900. I am so stupid....that is so much easier
