So if I want a Mexican league with 100% Mexican players and no foreigners I can create one, and if I decide later on that I want to add players from Belize to the league I can make that change then?

You might then have to set up a feeder league from Belize (that has 0% foreigners) and associate it to your Mexican league. Then Belize players can enter through the draft. I'm not sure though if the Mexican league's foreigner settings would then have to be changed to allow this to accomodate the foreign feeder league and yet at the same time prevent other foreigners from entering the mexican league somehow.
