Lower leagues problem

I haven't seen this mentioned lately, and I want to know if it's being addressed in OOTP07: in lower leagues (especially leagues in non-baseball-playing countries), the pitchers are well ahead of the hitters, producing absurdly low ERAs and batting averages. Has this been fixed and/or is there a workaround?

As I understand it, the problem wasn't so much that the pitchers were ahead in the development curve, but that the fielding was too good at lower levels. It has supposedly been fixed.

Is this also the case with the problem of ERAs and batting averages being radically too low in the minors (and more too low the lower in the minors you look)?

My experience was that this problem was only REALLY noticable in imported 6.5 leagues, and when I say REALLY noticable, I'm talking league ERAs around 1.50 by the time you looked at Rookie ball stats. This leads me to the following question: has THAT been fixed? If I go dust off my 6.5 league again, will I still have to fool around with league total modifiers in order to get reasonable minor league stats? I really didn't notice much of a problem with fresh v06 leagues.
