Okay, disposable, I'm an idiot. I didn't remember ever seeing these league modifiers anywhere, so I just tried to create a new league. PCMs, MLEs and League Totals all showed up where they should be, but I couldn't find league (or totals) modifiers anywhere. Where should I be looking?

league totals modifiers are the little boxes to the right of the league totals themselves.

Primary "Major" league - no reason to touch PCM or MLE, if you want to reduce HR (or whatever) you do it using league totals.

Independent league - if you want it to be of a lesser caliber (as compared to the primary Major lg) use PCM's to impact the current ratings (upon creation) and future talent ratings. So if you made the PCM's .5, the league would theoretically be half as "good" as the primary major league.

Sound right? Do you know if the computer GM's look at either the MLE's or PCM's to make any kind of decisions? Or do they simply look at player ratings? For example, if a player in an independent league is hitting .400/.500/.600 in an indy league with PCM's of .2, is it smart enough to consider that?
Ha, ha, so I was playing around with 2006 and I noticed that for independent leagues (Japan, Cuban, etc) PCM's were all equal to 1.0 while MLE's were around .95.

I guess I'll wait for the 2007 manual!?!?!

MLE's do the same thing as PCM's for independent major leagues, but less predictably. So I recommend using PCM's (or as they're called now, Traditional OOTP Player Creation Modifiers) instead of MLE's (or as they're called now, Sabermetric Player Creation Modifiers) for independent major leagues. For minor leagues, MLE's are used.
