Quick League setup question

I just have a quick league setup question.

I was planning on setting up 10-12 regional leagues over a 15 year period, growing from one league with twelve teams in year one, to roughly 10 leagues with around 100 teams by year 15. I want these leagues to have a AA rating or something similar. Now I know this is possible, but here is the tricky part.

I want to introduce an entirely new 'major league' of 16 teams by year 16, who would draft the players from all the other leagues to fill their rosters. Is this possible? Or will I have ensure everyone's contract runs out prior to the creation of this new 'major league'?

And will the AA rating of the other leagues ensure that I have major league talent available for the major league? Or is a different setting necessary? And what about feeder leagues? Should I have them set up for each regional league?

So, if you understand what I'm trying to do, (I'm not sure if I'm explaining correctly),...Is there a way to do this? (Draft the cream of the regional leagues for the new 'major league'.)

What is a Feeder League??

I know I know...I'm such a newbie...but, can someone help me...What exactly is a feeder league? I hear everyone talking about it.

A feeder league exists for no other game purpose than to supply players for another league, specifically providing players to appear in another league's draft class.

Note that its stated purpose will not stop determined OOTP players from attempting to (and likely succeeding in) perverting them to all sorts of other purposes for which they were never designed nor intended.

Feeder League

So basically, all it does is add more players to the free agent pool and draft classes? Is it an independent league altogether or are you talkin about like a minor league or something?

Feeder leagues function just how the NCAA and high school systems do for MLB. Ball players learn the game in hopes of one day getting drafted. If they go undrafted but want to continue playing ball they become free agents in the hopes of getting picked up by someone.

So as long as you have guys getting playing time in some league whether it be the minors or a feeder league, they have a chance to tone their skills and build their worth to be able to be good enough to play for a major league club? Well, if that's the case, that's awesome!
