Trades aren't happening

I have it set at Trades Very Easy and High to make and had it working before with my league I did import 1979 into it and that could be the problem and also it's starts in 1979 not 2000 the main League where the Commissiner is and my team Expansion Orlando Tropicals.
Also other things are not happening.
