Draft Problems

In OOTP 2007 the game created a draft pool of all 17 year olds. I double checked the minimum and maximum player creation ages under options and it set to create players between 17 and 23. Why would the game create only 17 year olds and how do I fix the pool to get the correct distribution of ages?

Any of the main forum guys have anything on this, it is holding up an online league so I am somewhat in desperation mode here as to what to do.

You didn't have a filter on for the main draft screen?

No Filters, its real. I can see it on the reports screen as well.
