Amateur Draft Question

My friends and I have a historical league going. We've started in 1970 and our amateur draft is set for June of '70. Our question is: Will the order of the draft be based upon the current 1970 standings as of June 15? Or will they be based upon the final standings of '69, even though we never played that season?

For those who may have had the same question, the draft order was set by the standings of June 14, 1970.
