Scouting
I'm setting a fictional historical league and I'm debating whether I should set it up with or without a complete scouting system. I realize then the central scouting system would provide all reports. I'm fine with that. But would I have any ability to use my scouts? But I do rather enjoying sending scouts out to random nations to find hidden gems... Is that taken out without a full scouting system?

You do have flexibility in that you could, if you wanted to, turn scouting on, assign all scouts to nation scouting, and rely solely on SISA. Your choice.
