How is fielding range factor determined?

I have a 1b who is rated at 172(on the 1-100 scale) on first base, and has a infield range rating of of 101. But instead of being a perenial gold glover he has never won an award. In the fielding statistics, his range factor is amongst the lowest in the league, most 1b were in the 9s my guy was in the 7s.

How does range factor work?
How is it determined?
Would I be better off with a guy who has better range factor stats even if the have worse ratings?
