OOTP 2007 financials vs 6.5 for dummies?

Hi all.

My league is looking to possibly convert from 6.5 and I am having a hard time understanding the financials in 2007.

My first issue is I see almost no penalty for teams overspending there budget. I see a team w/ 30 million negative in cash, but the game will allow them to add payroll (up to the point where they will break even on the current year thus maintaining a negative cash balance)

i am sure I will find more questions, but I wanted to get this out there...

If you're over your budget, you essentially can't do anything that raises your expenses more, unless one of two things is happening: 1) You're in commissioner mode or 2) You have enough cash to cover being over budget.

Yes I find v2007 somewhat tight even for a good team. There are years when I have limited amounts available for FA.

Perhaps I have available cash set too low.

Someone (Darkcloud) recently published a spreadsheet that can be used to set up v2007 financials.
