House rules regarding low minors

Does anyone have any house rules (or actual MLB statistics even) regarding the Roookie and Short-A levels in terms of whether or not a player can repeat that level and how many players play Rookie one year only to be promoted to Short A the next?? I have no idea where I get this from but something tells me a club would disperse its draft picks between the Rookie Level and Short A, with a select number of picks going to A ball. After year one, you either advance from there to A or high A or get released....I just don't think MLB clubs send a player from Rookie to SA the next year.
I'm having a big problem with too many mid level prospects and was thinking this may help me from keeping too many moderate prospects in my system. anyone do something similar?

I generally try to move all of my talented guys up one level at a time, then assign roster spots from the top down. If a talented prospect isnt going to get PT then I really have no choice but to hold him down and accept a penalty.

Draft picks that are older and more experienced (say, coming out of college rather than HS), or with more polished-looking skills, might start their professional careers one or two steps up from the bottom of the organizational ladder. Then, different organizations will advance prospects according to somewhat different philosophies. Not all organizations run teams at the Short-Season A level, but for those that do, there's no reason why a player couldn't stop at every level on his way up.

hmm...guess no one really has seen a need to implement any rules regarding this so I'll just wing it and see what works for myself. Thanks.

Well, in real life, a lot of the high scoolers move up from Rookie level just to short A. At least in "mid level" prospect level. Sometimes they even spend 3 years or more in those 2 levels. Though if that happends they may be moved down a notch in the prospect status (barring injuries, of course)

This happens with a lot of the foreign players as well. I don't really think any house rules are necessary within OOTP in this regard.
