Can you do this?
What I want to do is having bidding on new players in the league. I figure I'd set this up as some sort of feeding league? Am I making sense?

Couldn't you just disable the amateur draft and set the feeder league to only allow plays up to a certain age? Once everybody hits that age, they hit free agency and your major league(s) can start bidding.
You may even be able to do it without disabling the amateur draft, so you still get a fresh influx of talent during the offseason as well as your usual HS/college players.

I want historical players. Is it possible to set a feeder league up that way?

You want the feeder league to have the historical players? I have absolutely no clue if you can do that, sorry. Why not test it out and let the rest of us know?

Could you.....
Create an "independent league" where historic players are imported yearly. Set the financial rules so that they'll become FA's after only 1 year. Also make sure that this indy league has far less revenue than the teams in your primary "major league". Then, when these players become FA's after one season, your primary ML can bid on them and they should be able to far outbid the indy teams. Just thinking out loud as I do something like this in my fictional universe. |

How would you go about importing yearly?

There's an option somewhere in the league setup (under Rules, maybe? I can't remember) to import historical players every year. Just point it in the direction of your historical database and it'll do the rest.
