Base Stealing Question

I've never owned a OOTP game, but played a few demos. I was wondering if you're the manager for your team while playing a game if players will steal bases without you putting a steal sign on?

Only if you delegate Offense Strategy to your AI manager in the current game's Options & Preview page.
