What I am after, though, is a way to do this for the particular OOTP 9 multinational league you create, when you are creating it, rather than having to go and edit txt files. In the same way as specifying foreigner percentages.

Great ideas everybody!

I think this is the next big step for OOTP. The ability to have a total baseball universe running was a giant leap forward for OOTP a couple versions ago but it left much to be desired. In the same way as football manager, I think there should be some type of national teams. Players would be able to play for both their club team and national team.

Winter leagues have not been properly implemented since their inception. A player like Miguel Tejada will play for his MLB team, and then go home in the winter and play for his hometown team in his country. Also, MLB teams send some of their players who need development to play in these winter leagues while still maintaing their rights. Having this option woudl help player development. Have a young CF who needs to work on his game, or a player you are going to try and teach a new position? Send him to a winter league to gain some experience before the next season. The White Sox have recently done this with both Brian Anderson and Josh Fields.

Essentially, what I would like to see is a player be able to belong to 3 teams. First, his current club team that owns his rights and pays his salary, etc... Second, a winter league team that a player would be able to play for in his current club teams off-season. Third, the players national team. With the 2nd WBC right around the corner, and the olympics this year, I would expect a growing interest in the international league option. This would also improve historical replays as the winter leagues were a viable option for major leaguers to make more money in the off-season. Cuba had a sprawling winter league before the Castro regime. Football manager even allows for you to be the manager of the internaitonal teams and charges you with the selection of your squad, scheduling exhibition matches, etc...

Finally, the ability to set up a league so that players on particular teams come from a specific region of the country would greatly improve real-world accuracy. Take for instance, Cuba. In Cuba there are 16 teams. These 16 teams each represent the 15 regions of Cuba (The capital has two teams). The players on each of these teams come from their hometown region. So if you were born in a certain region, you play for that provinces team. The data is already there in the cities.txt under the "Region/State" column. If you could set players on specific teams to only come from specific cities or regions, you could greatly enhance the accuracy of the game. This would also work if you were creating a HS or college league and wanted only players from a specific city or region.

The problem with not allowing the above option is that there is no way to create leagues who use this style of player distribution within a larger universe. Sure, I can make an all cuban world and set the different provinces as nations, but I obviously could not then run that league alongside any other league setup. The goal is to have them running in the same universe.

Many have spoken about international leagues already, so I will not expound on them any further except for saying it would definetly appeal to the fictional gamer who could essentially create any type of league he wanted then.

And yes, my vote is for giving us the option to set individual teams foriegner percentages. The world league option proposed above would be a great addition to the OOTP world.

Will OOTP9 have foreign limits for an entire organization? As mentioned in the thread earlier, foreign teams with limits would horde foreign players on their minor league affiliates that couldn't go up to the majors, creating a real log jam. A quick fix would be to allow limits for the entire organization. Either that, or changing the AI such that AI-controlled teams don't horde players they don't have much use for.

All I want is to be able have a South American league with teams from nearly all countires, and in some countries multiple teams, and from there I want a vast majority of the league's players to be from South American countries. For example, Brazil will have the most players in the league because they have 140Mil people but Bolivia and Paraguay will not be forgotten, obviously having less players, but also have their fairshare. I could care less about teams only being able to field players of their nation - but maybe i'll put foreign caps on teams.

Will players be able to hold multiple nationalities? There are numerous people who may be the citizen of their birth country but eligible for another country's citizenship. If the game supports this, it would be very helpful in foreign leagues where you may place limits how many foreign players a team can have. Also, players who play as a foreign player for enough years that they become eligible for citizenship could gain it and be removed from the foreign player designation. Also would be a great feature to have in place when whatever OOTP version the future supports the international play (it would support players born in the USA but not good enough for the American team, for example, to play for a team of their recent ancestry like Piazza did in the WBC).
