Scouting Nations

I decided to scout japan and to my surprise there is no drop down link to be able to scout the nation anymore (any nation). i dont have scouting turned off and was wondering if the last patch did away with nation scouting. Been awhile since I've scouted a nation not sure if the last time i did was before the patch or not.

I also tried going to my personel screen and try yasking the scouts again no option avaliable. Maybe its only avaliable when season starts. Kinda has me puzzled.

I even DL'd the 07/08 manual to recheck if i did the same process as last time.

i found the problem. Theres a check box in the player & picture options that says 'create and maintain hidden players'. I didn't check it before my new league was created and now i dont have the option (greyed out).

Is this still an unfair advantage for humans against the AI?
