Funny world and nation file error

Something happened a few months ago to my online league's file, and got out of whack in a way. Thankfully, it doesnt affect gameplay.

For example, if I want to set the Chicago Cubs to play in Chicago, I have to select American Samoa as the country in order for the game to find Chicago.

The world and nation files never were altered, so im not sure what happened. obviously, something got tweaked somewhere, and was wondering if anyone has seen this happen, and if there is an easy fix. ive already tried just overwriting the files, but that doesnt work.

Any help would be appreciated. Thanks.
