Contract Offer disappears from Pending Offers Screen

I am a member of the PEBA online league and we are in our first offseason. I am offering a closer a contract in the free agency period. He accepts the contract offer and it appears on the pending offer screen. I'll export and the game is advanced. When I import the new league file, the contract offer has disappeared from the pending offers screen. In previous files, I've re-offered the contract and the player has said he favors another team's offer. Currently, he says he favors my offer even though the offer doesn't appear on my pending offers screen.

I've seen this issue numerous times myself and I'm not sure what's causing it. Just to be sure, I logged it as BZ 940.
