I couldn't tell you about paint shop pro.

could some one explain the steps you take to make the bacground transparent? I tried to do the freehand cutout thing then past it on a transparent background but the cut was sloppy and my skills with editing software are (quite obviously) non-existent.

The key is to make the background color for the image black, then create mask from image using any non-zero value (0-0-0 is black), save as png.

I colored the background of the image black using the bucket tool in photoshop but all that does is give me a black rectangle in the background of the logo in game (i.e. no transparency effect)
