Allstar game question

Does the default allstar setup require each team have at least 1 rep? I did an expansion team, and we had nobody make the AS team.

AFAIK, that rule does not apply in OOTP, possibly due to the problems it could cause in a game that allows various league and division formats and any number of teams. The game seems to pick the top 28-30 stars, enough for a proper amount of players from each position, but it does not have to have a star from each team. You can see this in your league history, in the "AS" column. This year, three teams in my league got shut out:
