Is there a bug in free agency in 08...

In my solo league I just took over a GM at San Diego after the end of the season. They were in woefull financial condition. Several of my high salaried guys chose free agency and the financial page now shows roughly 6,000,000 available to sign players and personel.
After free agents were anounced I offered a starter what he asked for which was 1 year at $520,000. The submit offer button didn't highlight and I notice that the owner does not approve the deal even though I have plenty of funds for it. What gives? Maybe I don't understand how this works

Yeah, there were some front office problems just like this. I don't know how this one shakes out, there's nothing that can be pointed to that IS the problem... but there is one.

I'm working through the financial screen in the beta, next version hopefully won't have that problem.

The problem is that it doesn't put your cash amount into your amount you can sign players with only what your budget is. Some people work around this by adding the cash into the budget and then removing it once the season starts.
