Player Editor?

In past versions, i've been able to edit players, take an underperforming rookie etc and up his stats to make him a better player. (sure, it's cheating, but who cares!

Is this functionality in 2007? either via a mod, or built in?

Yes- go to the Manager menu --> Options, and turn on Commissioner mode. Then open a player's profile, and there will be an 'Editor' tab along the top. Click on that, and you can change his ratings to whatever you like. Most ratings are on a 1-250 scale, but the range from 201-250 is really only for once-in-a-generation kind of players; it's better to think of it as a 1-200 scale with headroom (a rating of, say, 180 will translate to a 90 on the 1-100 scale and a 200 will translate to 100). You can't adjust stats in the Editor (i.e. you can't change the results of the games the guy has played), only his ratings, but I assume that's what you meant.
