Turning off Scouts and ratings?
If I do this, what impact should I expect in my solo fictional league? BTW, I have always played with these on. How do you draft with no scouting and no ratings since you have no historical performance numbers to go by? Also, how does it effect free agent signing? Does it make these activities just a shot in the dark?

Turning both off at once seems a little daunting. I'd suggest playing with one or the other for a while and see how that goes.
As for me, I always have Scouts off (always!) and 99% of the time I play with ratings on. But my leagues usually don't go long enough for players to build a good statistical history anyways, so ratings are useful.

It's a lot of fun playing with ratings hidden and scouts on. I normally leave the 'other ratings' visible- Speed, Fielding, etc.- but hide the rest. If you have scouts on, you can still sort any column you like- so in the draft, say, you can sort by Potential rating- even though you can't actually see the number your scout has given. So you can still draft reasonably, despite not being able to see any numbers. Since ratings generate performance in OOTP, it's a lot more difficult to win if you hide ratings. A free agent might have had great stats for a few years, but may have had a massive talent hit, and you won't be able to tell if ratings are hidden. But if you're up for a challenge, it's the best way I've found to play.
