Owner does NOT approve deal

In my game, I have a team in a Rather Big market, with Extremely Loyal fans, and I'm set to Win Now. In addition, the game says I have $9 for signing players and I'm currently sitting on about $7 million on the Finances screen. However, when I attempt to sign a free agent the "Owner does NOT approve the deal" message appears (regardless of what I do).

Any ideas why?

This usually means that the deal is not properly structured. The salary can't increase by certain intervals. Usually, when you click "meet demand" the game will give you a contract evenly spread out, but sometimes (for some unknown reason) it will give an unbalanced yearly spread and you'll have to fix that.

I'm aware of the inproperly structured deals, unforntunately, this is every deal! I can't even offer a major league minimum deal.

Well if you only have 9 dollars I'm guessing that is way below the league minimum, the game durring FA does not include cash into how much you can spend. (it's been reported as a bug), so with only 9 dollars of cap room, I don't think the game is going to let you sign anyone.

Sorry that's $9 Million and it's 25% of my total budget.

Does it say that in the top left where it caculates it, or down in the bottom where it says something to the effect, you have XXX to spend for signing players. What was your record that year, it was hinted that if you are close to being fired the owner will not aprove any signings.

It said that I had $7 million to spend but wouldn't approve. It's the 4th year of the league and I've made the playoffs all 3 years leading into this one.

This is a known issue. It is happening in a few online leagues and I believe there is some discussion happening regarding the problem.
