Question on scouting

I've noticed that in the free agent screen, all ratings I see are based on OSA, not my actual scout. Same goes with when I'm looking at a player's page/profile. The only time I've seen an option to see my scout's rating of players is while doing an expansion draft (and I assume I could during a typical draft as well). My question...is scouting for a draft all the scout is used for? If not, then what am I missing?

Click the part where it says the ratings are shown by the OSA. You should be able to select your scout from there.
