Because the caught stealing statistic wasn't kept back then officially until 1920, we really can't tell what his actual sb% was. And that goes for the other top base thieves during that time as well.

1919 - MLB Year In Review
Fresh off their winning the American League pennant for the second straight time and winning the World Series, the St.Louis Browns headed into 1919 with probably the best offensive and pitching team in the league and possibly the best in baseball. During 1919, the Browns totally dominated the junior circuit and ran away with their third straight title as they clinched the title before Labor Day and eventually finished 25 games ahead of the nearest team, the Detroit Tigers. The St.Louis attack was lead by hitters Billy Southworth and Rogers Hornsby. Hornsby won the AL's Outstanding Hitter Award by batting .332 with 10 homers, 92 RBI and swiping 12 bases. The pitching staff was led by Hippo Vaughn and Leon Cadore, the only two hurlers in the league to win 20 or more games. Vaughn was also awarded the league's Outstanding Pitcher Award as he also had a 1.89 ERA and struck out a league-leading 129 batters.
In the senior circuit, the Chicago Cubs took control of the league in July and held an 8 game lead over the second place Cardinals heading into Labor Day. With almost two full weeks to go in the abreviated regular season, Chicago clinched it's second NL pennant in franchise history (1901+) and finished with a 6 game cushion. The Cubbies were led by their one-two punch at the plate, Vin Campbell and Ken Williams. All Campbell did was lead the league in average by hitting .348 and finished third in stolen bases with 27, but the talk around baseball focused on the mighty outfielder of the Philadelphia Phillies, Babe Ruth. Babe Ruth broke the major league (1901+) single season home run record by swatting 24, almost matching the two runners-up in the NL race, Tilly Walker (15) and Braggo Roth (11), combined. Ruth, now known as the "Sultan of Swat" by the media, also had a batting average of .325 and drove in 78 runs, plus stole 13 bases, and was the receiver of the league's Outstanding Hitter Award. The St.Louis Browns, coming off of their league's domination, were heavily favored to defeat the Cubs for the world's championship, which would be their second straight, however something happened on their way to the anticipated world title. Chicago split the first two games in St.Louis, then took 2 out of 3 at home, winning games 4 and 5 late by the scores of 3-2 and 4-3. In game 6, an error by the Browns' Rogers Hornsby opened the flood gates in the 3rd inning as the Cubs went on to win 9-3 to take a 4 games to 2 lead. Despite errors by Vaughn and O'Neil, St.Louis took the 7th game as Vaughn allowed only 4 hits and 1 run in winning 6-1, his first win in three tries during the series as both teams decided to go to a 3-man rotation at the beginning of the series. In game eight, the Browns took a 5-3 lead into the bottom of the sixth but Chicago came back with three runs in the bottom of the inning then held on to win the game and the series. Code:

1920 - MLB Year In Review
A reorganization of baseball's government took place at the beginning of the year. The office of Commissioner was created and Judge Kenesaw M. Landis of Chicago was appointed to fill the roll as baseball's first commissioner. Major League Baseball also introduced a new, much livelier ball at the beginning of the season.
The St.Louis Browns continued their roll and on Labor Day, the Browns were leading by 9 games over the Boston Red Sox and 12 games over the Philadelphia Athletics. With a week and a half to go St.Louis stood alone for the fourth straight season. The Browns' attack was led by Rogers Hornsby, who was awarded the AL's Outstanding Hitter award after batting .367 with 20 home runs and 92 RBIs. The Red Sox finished in second place, 9 games behind, thanks to the hitting of Tris Speaker (.353-4-78) and the pitching of Jesse Barnes (22 wins). The Athletics finished a distant third, 12 games back, and was lead by the league's Rookie of the Year, Johnny Bassler, who batted .305, and by Bob Meusel, who led the league in home runs and RBI. Claude Hendrix was the staff's ace as he won a league leading 24 games and was awarded the AL's Outstanding Pitcher award. The Philadelphia Phillies went into Labor Day leading the senior circuit by 3.5 games over Brooklyn and by 5 games over the Boston Braves. The Braves caught fire and was able to catch Philadelphia with 4 games remaining on the schedule. The Phillies, led by slugger Babe Ruth, retook sole posession of the lead back on the next day and clinched their first title since 1912 two games later. Babe Ruth found the Baker Bowl cozy enough to clout 53 round-trippers, an outrageous total that surpassed every other NL team's total output with the exception of the Cincinnati Reds, who amassed 68 as a group. Along with the 53 homers, Ruth also finished second in both average (.358) and RBI (122) and was awarded his third straight Outstanding Hitter award. Boston and Brooklyn finished in a dead heat for second place, 2 games back. The World Series, another best-of-nine classic, was a highly contested one that went the whole nine games to determine a winner. Hornsby and the Browns came from a 4-3 game deficit by winning the last two games by a combined 12-4 score, with the last game going 10 innings, to win their third world's championship in four years. 1921 - MLB Year In Review
It was an exciting enough race in the National League to attract fan interest, but those who came out to the ball park did so to see Philadelphia's Babe Ruth than the Phillies, who were leading the Cardinals by 3.5 games and the Braves by 5.5 games heading into Labor Day. The Sultan of Swat became the talk of the baseball world by popping home runs at an unprecedented rate, chalking up 64 clouts in his ledger by the time the season came to a close. In addition to his 64 homers, Ruth also amassed 168 runs batted in, tops in the majors, while swinging the bat to a .420 tune, leading the league in all three major hitting categories to become the first ever Triple Crown winner. Ruth's supporting cast on the Phillies' attack were Lew Fonseca and Ed Konetchy, who was acquired in a trade with the Cardinals back in June. Philadelphia's unheralded pitching staff, with the only NL team era below 4.00, was led by Frank Arellanes and Sailor Stroud, both 20-game winners, with Sad Sam Jones chipping in with 18 wins. Thanks to this group, the Phillies were able to defend their title by clinching the pennant with just under a week to go. St.Louis finished in second place, 7 games back, behind the bats of Larry Gardner and Ty Cobb. The Georgia Peach stunned the St.Louis fans at the end of the season by opting out of his last option year and became a free agent. The fans hope that the Redbirds can persuade the 34-year old outfielder to return.
Joining the Phillies in the World Series once again were the St.Louis Browns, winners of an all-time record 114 games and winning the American League title by 28 games over the Boston Red Sox. The high powered Browns lineup was led by the league's Outstanding Hitter Award winner, Rogers Hornsby (.412-23-125) and Harry Heilmann (.349-32-166), the league's home run champion. Three of the four starting pitchers, Duster Mails, Urban Shocker and John Raleigh, each won over 20 games, with Duster Mails receiving the AL's Outstanding Pitcher Award by winning a league high 27 games while leading the league in strikeouts with 118 and finishing third in ERA with 3.65. The World Series became a slug fest as the opening game produced home runs by Ed Konetchy and Babe Ruth for Philadelphia, and Harry Heilmann of St.Louis. The series went a full nine games as Ruth and Heilmann put on a slugging display that had never been seen up to this season. Babe Ruth finished with 6 home runs and Harry Heilmann finished with 5, but in the end it was a home run by Ray Blades of the Phillies that proved to be the biggest blow as it drove in 3 of the 4 runs in the first inning as the Phillies won game 9 by a 4-2 score to be crowned the world's champions. 1922 - MLB Year in Review
The fact that both pennant winners would repeat for the third straight time paled into insignificance in the face of the continuing trend to more home runs - a trend that would surely change the complextion of the national pasttime. As the Roaring Twenties are reaching full stride, baseball too, hypoed it's activity by spicing the 1922 season with 1,359 homers, a remarkable achievement since the leagues combined for only 288 homers five years ago. Although the new slightly lively ball introduced in 1909 started a slow rise in the home run totals, it was the outlawing of the spitball and other trick pitches in 1920 plus the introduction of a really lively ball which was responsible for launching a skyrocketing increase to the majestic big flies. The owners decided that if the fans wanted to see home runs, that they should give them more home runs. The results now is that hitters are now concentrating more on hitting the long ball than going for average.
In the American League New York, Washington and Boston started hot but as the weather got hotter, so did the St.Louis Browns. The Brownies came roaring back and by mid-July had overtaken the rest of the league and never looked back as they clinched the pennant with about two weeks left in the schedule. St.Louis was once again powered at the plate by Rogers Hornsby and Harry Heilmann. Heilmann finished with 28 homers and 123 ribbies, good enough to finish in the top three in both categories. Hornsby, however, batted .392 while slugging a co-league leading 34 homers and drove in 149 runs, leading the league in homers and RBI to garnish the league's Outstanding Hitter award for the fourth straight time. The Red Sox finished in second place, 15 games behind, thanks to the record setting performance at bat by "The Grey Eagle", Tris Speaker. Speaker has set a new major league batting average record by hitting .424, besting Babe Ruth's .420 last season by .004! The National League title race, on the other hand, was a tight dog fight with the Cubs, Reds, Phillies, Robins and Cardinals within a 7 game span from first to fifth. Heading into Labor Day weekend, the Cubbies held a 2-game lead over both Cincinnati and Philadelphia with Brooklyn 3 games back and St.Louis 5 back. With only 10 games remaining in the schedule, the Phillies had taken a 1/2 game lead over Chicago with St.Louis 6 1/2 games back while both Cincinnati and Brooklyn are falling out of the race. Philadelphia managed to get the distance between them and Chicago up to 2 games but the Cubs came back and got to within one game before the Phillies finally captured the NL pennant on the last day of the regular season. Once again, the mighty bat of Babe Ruth paced the Philadelphia attack as he batted .342 while clouting a major league leading 46 home runs and drove in 147 runs, first in the NL but 2 less than Hornsby for the major league lead. As was the normal case now, Babe Ruth was awarded the NL's Outstanding Hitter award, the fifth time in a row for the slugger. Chicago finished in second place only a single game behind and was led by hitters Ken Williams (.389 avg & 134 rbi) and Les Mann (.363 avg) and by pitcher Lefty Williams, who won 20 games and received the senior circuit's Outstanding Pitcher award as he chalked up a 3.71 ERA and 110 whiffs. The 1922 World Series, like 1921's, was a battle to the final game as the Browns and Phillies went back and forth with the Brownies pulling it out by winning game seven by a score of 8-4 thanks to home runs by O'Farrell, O'Connell and Youngs.
