King County sits to the East of the Ruy Lopez River. The northernmost city of the county is the City of District Thirteen. Commonly referred to as District 13 by the locals.

District Thirteen encompasses two zip grids 36-Orange and 46-Red. Distrcit Thirteen 46-Red is an industrial district to the south and District Thirteen 36-Orange is a newly established tourism industry that is booming with excitement to the north. The Chairman of the Board (Mayor) enacted Article 13-1005678-345-01 several years ago allowing the establishment of gambling industry in the northern grid zone (36-Orange) of District Thirteen.

The Casino industry has since built several luxury casino resorts on the edge of the boardwalk. This has led to substantial growth in the city and the region as a whole. In fact, demand for lumber has greatly outpaced supply. The Board of Directors has recently enacted legislation to divert all Level 1-AA civillian worker units to the unincorporated sector of Adamsville to support the lumber industry in that sector to the east.

King County continues to increase purchases of coal from the Federal Corporation from the Federal coal mines to the south as electric demand has continued to skyrocket throughout the region. It is estimated, however, that all level 1-AAA through 2-AA civilian worker units (CWU's...pronounced see-woo's) should expect to see a slight decrease in automatic deductions from their monthly salary, wages, & benefits direct deposit. This positive turn of events for all associates in King County is directly attributable to the Chairman of the Board signing off on a new bulk-buy agreement with the CEO of the Federal Government.

It gets even better. In other good news for all CWU's in King County is the establishment of a new baseball league. The Director of the Department of Gambling and Gaming Operations has had his motion for Professional Baseball Operations approved by the Board of Directors. King County is now a member of the Federal Baseball Governing Board.

Although, we have only been allocated 8 Federally approved slots we are proud of this new distinction and warmly welcome the enthusiasm of all CWU's in the Region. Most importantly, however, we would like to thank The CEO for our current contractual agreement with the Federal Corporation for our new 8 slots. The agrement is an automatically renewing contract for a term of 4 years.

Currently, play will only be intra-county. The selected cities in King County have not yet been announced except for District Thirteen. The Director of the Department of Gambling and Gaming Operations has been awarded the first team.

The team will play at the local highschool stadium until a new stadium can be built. District Thirteen Public High School-One Stadium will be renamed Pocket Rocket Stadium.

It has come to our attention that there is some dissatisfaction in the organization over the recent redistribution of 1-AA CWU's to unincorporated Adamsville.

Rest assured that the Board of Directors has heard your concerns. We understand that it is difficult to relocate your families and we truly appreciate your immediate compliance. 1-AA CWU's will have 30 days to report to Adamsville or face King County contract termination. Terminated contracts will have 7 days to report to the Federal Human Resources Contract Assignment Department. 1-AA reassignees will not receive favorable references from King County.

Naturally, we expect that most of you will enjoy your next 20 days of PTO!

If your current PTO bank is below 160 hours King County will grant hardship accruals on your behalf. This sacrifice that you make on behalf of the corporation is for the greater good of the coummunity at large. Keep in mind, we will remember you during next year's annual evaluation.

Furthermore, we understand that there is not that much entertainment in downtown Adamsville.

I said exclusively but I forgot the very first uniform I led off the dynasty report with (how stupid of me). A big thanks to KYMarine55 for the Blackjacks uniform and branding that I am now using concurrently in two leagues.

Bobbles Facial Hair Mod

Naturally, this is by far the most used Mod in OOTP. If you don't have it you should go get it real quick. It is peerless.

I have used multiple artists and Mods for the Sim City 4 screenshots that are mostly gathered at Simtropolis. I have hundreds of Mods and it would take too long to track down every contributor that I use. Most importantly, this is an OOTP forum so I will limit my acknowledment to my two primary sources: SimPeg and the BSC Team.

The universe is King County. A region of 335,000 in Sim City that is still growing. I will update the OOTP nation editor with accurate region information each January 1st in OOTP. At that time I will also manually adjust market sizes, media contracts, etc.

There will be 8 teams in the King County Baseball League. The regular season will be at least 58 games that are not predefined by a schedule. Teams will play games on Wednesday night, Friday Night, Saturday night, and Sunday afternoon. During the first 14 games every team will play every other team 2 times (home/away).

At the end of the first 14 games the league will be divided into 2 groups. Note that the league structure will not be altered. The 2 groups are for scheduling purposes only. Group A will consist of the teams with the best four records in the league at the first break and group B will consist of the teams with the four worst records. Tiebreakers to decide the 4th spot in Group A will be decided by a game. The team with the highest attendance will get to host the game. In the event of a three-way tie there will be a round-robin. If at the end of the round-robin a winner is not decided the team with the highest attendance will advance to Group A. In the event of a 4-way tie or more there will be a sudden death tournament with the attendance deciding the home (and/or bye team(s)).

Teams will play against every other team in their group 5 times (15 games)followed by the 2nd break. At this point the team with the best record in Group B play (regardless of overall record) will replace the team with the worst record in Group A play. Tie breakers will remain the same as described above for both the Group B winner and the Group A loser regardless of overall record.

There will be another 15 games played as described above before the third break.

At this point in the season group play will be halted and every team will play every other team in the league 2 times (home/away). This will conclude the regular season.

The top 3 teams will advance to the playoffs and each team will receive $25,000. The 2nd and 3rd place teams will play a 5 game series with the 2nd place team hosting every game of the series. The winner will then advance to face the division winner in a best of 5 game series with the division winner hosting every game of the series. The championship team will be awarded $50,000.

Additionally, teams will be awarded $5,000 for every win against a group A team. The win must have occured while the opponent was an active Group A teams. The prize money will be awarded at the conclusion of the game.


There will be an amatuer draft each seaon. The order of the draft will be determined by lottery as follows:

1st place team: 2 balls
2nd place team: 2 balls
3rd place team: 2 balls
4th place team: 5 balls
5th place team: 5 balls
6th place team: 5 balls
7th place team: 8 balls
8th place team: 8 balls

Each team will have an active roster of 20 players and a reserve roster of 50 players. Reserve roster players do not receive a salary but they do receive free room and board during the season.

The average salaries of players in the league are as follows:

Super Star: $250,000
Star: $100,000
Good: $60,000
Above Avg: $40,000
Average: $30,000
Below Avg: $20,000
Fair: $10,000
Poor: $7,500
Minimum: $7,500
Coaches: $125,000


The average attendance in the league is 5200.
Scouting is on--Very High
Coaching is on
Morale is on
Development engine: .850, .900, .850, .825, 85
AI: 55 17 15 13
Low average neutral
Injuries: low
Suspensions: very low

Average rotation is 3 man--high stamina.
Use of releivers is normal.
Use of Closers is very often.

Ratings are based upon all players not position.

"Brown Town was once a small farming community at the northern reaches of the Corporation. It was once what is called a commune--a place where radical thinkers could avoid the Corporation and the advancement of human society and dignity. There was a nonsensical notion that all wealth should be distributed equally amongst all citizens regardless of birthright or rank. Naturally, this was grossly unfair to the hardest working, to the most intelligent, and to the most popular citizens in their communities. As we look back in time we are amazed that societies once had governments led by such thinking. They believed that it was their duty or obligation to care for citizens in the most need. Apparently, they had not considered health insurance, life insurance, or disability insurance back in those days."

"Truth be told, they did have many forms of insurance conventions back in those days but the populations were not required to maintain them. What began to happen was that the hardest working, the most intelligent, and the most popular citizens had to pay increased premiums as the skyrocketing costs of indigent care and uninsured self-pay bad debt was passed along. Consequently, a schism developed between the people with a salary and the lazy masses of the unemployed and the malingering under-employed. This led to a revolution by the lazy ignorant masses."

"The governments of the time period could not maintain a volunteer army to quell the rebellion. The wages offered by the governments to their military units were substandard and many of their ranks deserted. Governments either disbanded or collapsed. Society had come to a crossroads."

"Luckily, there was one group that had the capital to properly fund an armed force--the corporations. Since much of the Air force could be controlled by unmanned drones the corporations were able to suppress the urban revolutions with precision-strike bombing raids. After the annihilation of two of the three largest cities in the world the rebels agreed to a cease-fire and came to the bargaining table. With their dirty little grimy hands they signed the Pawn Protocol. This document essentially ended the various forms of self-government across the world. Each citizen was given one share of stock in their local Corporation. It could be sold, traded, and/or transferred. Most importantly, it could be used to vote for the Board of Directors of the Federal Corporation who, in turn, elected the CEO. These shares could also be used to elect the Chairman of the Board for their local communities. As employees of the Corporation all citizens were required to have health insurance, disability insurance, and unemployment insurance."

"Although income taxes were entirely eliminated the Corporation was still responsible for the infra-structure and the general social security such as schools, police, and fire departments. It was necessary to require all citizens to have health insurance, disability insurance, and unemployment insurance. This system worked perfectly and still does to this day. Citizens were guaranteed employment based upon their employment certification levels and sub-classifications. Moreover, the Corporation paid a dividend to shareholders each year. Although, it was true that citizens that were fortunate enough to purchase preferred stock received greater benefits."

"The Corporation expanded rapidly across the nations as local communities became incorporated. Incorporation brought prestige, opportunity for real advancement, and 0% unemployment. Brown Town was the first city to become incorporated in King County. As the small community grew their demand for electricity, subsequently, grew. Over time, it became too cost-prohibitive to run their communities on diesel generators, windmills, and other inefficient means of production."

Existence Electric Company built a power plant in Brown Town that reduced the cost of electricity in the county. It also spurned the development of an industrial district and the growth of the region as a whole. There were pockets of resistance in some of the unincorporated areas but much of the population was excited by security of power supply and the promise of 0% unemployment."

Ticket prices have been announced at an affordable $20 a piece for general admission. Children under the age of 6 months and seniors over 85 get in free. We are excited by the addition of a baseball team in your community are confident that you will spend your entertainment dollars there. Why are we so confident, you ask? Because all residents of the city that features a championship team will get a free PTO day in the following calendar year. The PTO day must be requested 1 month in advance in accordance with Corporate policy. The PTO day must be used to attend a King County Baseball League game so please bring your official bar-coded citizen card to the game.

What’s that, there’s more? Yes! If you attend a game in the Federal District they have announced a 10% ticket price reduction. Ooops, it looks like we let a little secret out of the bag about one of the communites that will be awarded a new team next.

I have worked tirelessly alongside The Federal Board of Directors, your Local Chairman of the Board, and your Local Board of Directors to bring this great news to your community. We will need to freeze Salaries Expense and cut Infrastructure Expense for 3 years in your city to help offset the cost of the stadium. Nevertheless, we are confident that concession sales, gate revenue, and advertising revenue will quickly produce positive net income for the City of Paco. Why is this important? You like those annual dividends don’t you? If you have already sold your Citizen Share you will not be left out. You will receive 1 free beer for every game that you attend up to a maximum of 2 free beers per annum.

Note: Corporate Human Resources has indicated that Tidewater Beach’s population is the fastest growing in the region and is up nearly 100% year over year. The population figure listed above is as of 01/01/11.


When I used to live in Brown Town I used to take I288 East south of the Greenwood National Wildlife Preserve and exit north at County Exit 1 in order to head to the marina in Tidewater Beach. My wife and I loved boating, jet-skiing and shopping at all the cool shops on the pier so we absolutely adored Tidewater Beach. My kids loved it too. They wanted to ride in Captain Nemo's submarine voyage every time we went. There was just so much to do and they really loved the arcade out on the water.

Then they built the amusement park a couple of years ago and that was it for me. I went to my local Human Resources Contract Reassignment Department and requested a transfer to Tidewater Beach the very next day. She looked at my resume and burst out laughing. I knew what she was thinking. I knew the reputation of Tidewater Beach as a sleepy town with the munchies. I was aware that a large percentage of the residents were unambitious and laid back. But, hey, they were also the most careful drivers in the entire region—that’s important to a family man. I understood all of that. But, I didn’t think she would actually laugh at me. I figured she would go into how the need for top-executives is very low in Tidewater Beach and that I really should take some time off. I figured she would be thinking that I was setting her up for a raise request. I guess laughing in my face would have been a good strategy to diffuse that effort.

Anyway, once she wiped the coffee off of her keyboard she looked at me and asked me if I knew anything about baseball. It was an odd question. What did baseball have to do with anything? Then she explained that the local Board of Directors was in negotiations with the Federal Board and that it was possible that baseball would be coming to King County.

I knew exactly where she was going. I exaggerated my knowledge of baseball but reminded her that I have been running various corporations for many years. That my skills in managing people, skills in delegating responsibility, and skills in strategic decision-making are skills that transfer to any industry. She smiled back at me and said that our conversation was to remain private and she would keep me updated.

After two and a half years, hundreds of web-conferences, and thousands of hours studying saber metrics in my free-time the phone call finally came. I had been assigned as the general manager of the new baseball team in Tidewater Beach. I nearly jumped through the roof. That was the best day of my life so I ran to my wife, picked her up by her waist, spun her around once, and kissed her right and good.

She was beaming from ear to ear. She knew. Yep, she knew.

Mr. Burlington is the King County Director of Agriculture and serves on the Board of Directors. He might as well own the land in Farmingdale but technically he just leases it from the Corporation. He has a lot of control over the prices of agricultural goods in King County and as a member of the local Board of Directors he has a lot of control over the CWU’s that work in King County. He lives in King County on the largest wheat farm in Farmingdale.

But this isn’t a story about Mr. Burlington. Well, not really. This is a story about a kid that was born and raised on Burlington’s farm. A kid that played baseball in the local little leagues and once won back-to-back little league County championships. A kid that pitched 4 consecutive no-hitters in high school. Right here in the City of Farmingdale. We all know Joel Ryan...as the Kid. Yup, that kid.

Most of us know his story. Grew up on Burlington’s Farm dirt poor. He was the eldest sibling of 4 brothers and 4 sisters. His father and mother fell in love--upon first sight--at a very young age and they never even finished high school. He gave up a promising career in graphic design to raise a family and she had to sell her Citizen Share to help pay for the costs of her pregnancy. Without an education they were stuck in low-level CWU jobs but they couldn’t have been any happier. They loved all 9 of their children and they were extremely grateful to Mr. Burlington for all that they owned.

The kid was too. One day he found an old flat tire from a tractor and he asked Mr. Burlington if he could have it. Mr. Burlington patted him on the head and agreed. That was the day the Kid rolled that big ‘ole tire home and propped it up against a cherry tree. He built himself a little pitcher’s mound out of clay from the pond nearby. That’s when he started throwing baseballs at the center of the tire. He was a born natural. His momma would get herself a nice glass of iced tea a good book to read and sunbathe on her float in the pond nearby. She really enjoyed encouraging him and he was proud to show her how easy he could hit the middle of the tire. His dad would come home from working the farm all day long and still had the time to play catch while his momma would cook up dinner. It was a great life.

Joel Ryan eventually graduated high school and attended Brown Town University. There he became a nationally recognized name that was drawing interest from the Federal Major Leagues. He was happy for the all of the attention but he was a little disappointed that he would have to leave his family behind. Actually, he was quite sad just thinking about it.

It was right about that time that he noticed construction crews gathering on Countryside Boulevard down by the shopping centers. At first, he thought they were building some new retail outlets. But, later, he read in the newspaper that King County would soon be a member of The Federal Baseball Governing Board. Could it be possible that they were building a new stadium? They tried to keep it a secret but it was obvious what they were building. It was then that they made the announcement that a new stadium was being constructed in Farmingdale and that Mr. Burlington would be the new CEO. As time passed Joel Ryan began to dream of pitching professional baseball in front of his family and friends in his hometown of Farmingdale.

Burlington Farms Baseball Yard was completed just as the Kid was finishing up his senior year at Brown Town University. The media caught on to the story and he was followed around night and day like he was a movie star. He would likely be the #1 overall pick by one of the Federal Major League teams. So, it was unlikely that he would ever play in King County but that didn’t stop him from dreaming.

There is one way into Federal District and one way out. CR 311 starts in Farmingdale passes south through Browntown and crosses the boundary of unincorporated Federal District. Most counties in the Corporation have at least one zip-grid that is under the permanent control of Division Headquarters. These are typically areas of concentrated natural resources.

The Federal Districts are sometimes executive retreats, however, that is usually in the southern divisions that have warm tropical weather. But here in King County, you don’t get that weather. It’s cold up north in the winter. So, you don’t get the executives running around. And since there aren’t executives on vacation in the King County Federal District you don’t get the luxuries such as fancy restaurants, fancy spas, or fancy condominiums.

You get the bare essentials. The Federal District resource zip-grids tend to be populated with CWU’s that have several written reprimands and/or are on probation. Due to the nature of the employees that are stationed in Federal Resource Districts, it is considered best practice to reduce overhead and salary expenses in these zip-grids. King County Federal District is no different.

Nevertheless, the resource operations are run by executives so you do have executives living in the vicinity. In order to provide some benefits to the executives that are living in these substandard conditions these areas usually have federally-funded sports teams. The Federal Corporation funds these teams better than they fund the local police stations, fire departments, and school districts. In order to keep the stadiums full, the local population is also given substantial discounts to attend. The citizens in other cities within the county are also given, albiet, smaller discounts. The Federal Corporation subsidizes the costs of the team payroll and the operating costs of the stadium.

The King County Federal District coal mines have grown in scope and importance over the last couple of decades as superior quality lignite coal veins have been discovered deep in the heart of the mountains. It was shortly thereafter that construction of Federal Field was completed.

Zulu is the western-most city in King County. It was once where most of the produce and agricultural goods were packaged in King County before incorporation. When Existence Electric established the first corporation most agricultural packaging was diverted to Port Dockside and the District Thirteen industrial sector. That caused rampant unemployment in Zulu and resentment from the locals towards the Federal Corporation. This dissatisfaction festered over the years and has caused an intense rivalry with Brown Town and District Thirteen. In fact, Zulu was the last major city in the Corporation to become incorporated as they resisted…in futility.

The workers of the city have one of the highest concentrations of non-corporate citizenry in the Corporation. They labored diligently and focused on trade from I88 to counties west. Over time the inter-county trade outgrew the interstate system and they established an international trading port that imported raw materials and exported finished goods. The port was once the largest port in King County.

At the time Zulu was not incorporated so the Board of Directors funneled vast capital outlays to establish an international port in Port Dockside. The new industrial port in Port Dockside quickly became the most-important trading outpost in King County. It wasn’t long after that that Zulu finally cracked and agreed to incorporation in a very narrow vote. Initially, it was expected that the vote would fail and Zulu would remain independent. But on the eve of the vote, Federal unmanned fighter drones conducted air superiority missions along with a surprise parade of armored military vehicles. Some have speculated that this show of force influenced the outcome of the vote.

After Zulu agreed to incorporation the King County Board of Directors decided that the hard-working people of Zulu deserved a reward for preventing a major catastrophe. Center Island was the Board of Directors choice for the 8th and final baseball team in the newly formed King County Baseball League. But the Chairman of the Board was able to exert his influence and construction of the Arbordale Stadium was begun at once. It was completed ahead of schedule and is ready for opening day.

The Federal District Coal Raiders have been awarded the 1st two picks in the inaugural draft. A lottery system was used to determine the remaining order of the first round. Due to the Coal Raiders receiving two picks it was decided that the Adamsville Woodcutters would not be awarded a first round pick. They were penalized for not completeting their stadium contruction on time. They missed their deadline by 3 days. Unacceptable.



So, the 1st round of the King County Baseball League inaugural draft will look like this:

Joel "The Kid" Ryan sat in a packed Brown Town Convention Center along with nearly 550 other prospective players that were born and raised in King County. Each of them played either highschool or college baseball at some point in their lives and they were all very excited. But there was one more thing in common that all of these players shared--their love of the game. And the opportunity to receive a Corporate salary to play the game that they love.

Joel Ryan was no different...well, except for him being the #1 overall prospect in the entire Federation. What really made all of this interesting is that the King County Board of Directors paid the Federal Major League a sum of $75,000,000 payable in 10 annual installments to retain the lifetime rights of Joel Ryan as an employee of the King County Baseball League. It was an unprecedented act by a local Board and it worried some residents about the longterm consequences on the Local stockholders equity. Shares of CWU common stock plunged on the Federal markets in response to this move. There was one person who was happy about the recent drop in the CWU common stock of King County--Joel Ryan's mother. As the Federal taste for King County CWU stock dropped a flood of shares hit the open market and she was able to buy back her share that she had to sell in pregnancy at much less than she had received for it all those years ago.

Anyhow, Joel Ryan had dreams that he would, one day, be able to play for his local team in Farmingdale in front of his family and friends. It was highly unlikely, however, that he would drop to #7.

When it was announced that Joel Ryan was picked first there was a tremndous roar throughout the convention center followed by every cell phone of every executive just blowing up.

Joel Ryan had just donned his new hat and was raising his new uniform when it was announced that the first trade in league history had been made.

Mr. Burlington paid a vast fortune out of his own pocket to the Federal Corporation and was forced to trade away his first round pick in the 2012, 2013, and 2014 amatuer drafts as well as his first and second round picks in the 2012 inaugural draft to the Federal District Coal Raiders. The deal also included $250,000 in cash going from the Farmingdale Plowboys to the Federal District Coal Raiders.

Joel Ryan's dream had come true. Mr. Burlington had come through. Joel Ryan was now a Farmingdale Plowboy.
