They are. StatsLab Draft tools are based off of OOTPOU, but Frank went and made a lot of custom changes. He also added a new Live Draft feature in StatsLab 11 & 12 which OOTP OU doesn't have. Though Getch did already pull off two big new upgrades in OOTPOU 4, so you never know what he has up his sleeve for the draft.
The biggest difference between StatsLab and OOTPOU is SL is PHP/MySQL based and OOTPOU is Perl/CSV based.

StatsLab has more flexibility in the draft (more options in the admin screen, and a better admin screen altogether) and a draft history. OU has a utility to keep track of traded picks in future drafts.
The next utility I am going to overhaul will be the Draft utility in the new version of OU, after I finish the Live Sim utility (which is hopefully coming next week, contingent on real life). I will be adding a history screen, something I've always wanted to do since I wrote this stupid thing years ago. I'll be expanding the admin's options as well, but I'm not sure how much of what I am planning to do overlaps with what SL has.

Don't use this unless you have a VERY small number of GM's. It doesn't scale properly. Both utils have pros and cons in their draft features, and both can get the job done just fine. As Getch is releasing new updates for OOTPOU and I'm having absolutely zero time to work on StatsLab, you may find that there are features in both utils that you want to provide for your GM's.
