The Winter League in my fictional league is the "Outback Development League" (based out of Austrailia, of course)

Here's a quick screenie....almost readable. Thanks for getting me to load the logo in-game and realize that that was a wasted effort.

Truthserum, If I had a league logo banner like your red united one, what file do I save it under? I can't find it anywhere. Or where can I open it and edit for correct size?

You can find them in two spots. One is OOTP Baseball 9/templates/images and the other is within the different leagues that you are playing. i.e. OOTP Baseball 9/saved_games/yourleague.lg/news/html/images folder. The banner that you are referring to is named menu_wide. If you are looking to do each league individually, then you want to replace the menu_wide in each of the leagues' images folder.

There was a psd of it back in OOTP 7, but I don't think psd's were included in OOTP 9. I could be wrong though.

Let me also add that if you are looking to make your own custom looking html report, the pieces you need to change within your leagues images folder, are named bg_bottom, bg_menu, bnn_bg, bnn_logo_bottom, and menu_wide. I changed up my UBL online league and here is how it looks when I changed up those pieces. Pretty easy to do, once you get the hang of it.
