Question about ballpark images

What size do ballpark images need to be within OOTP?

Not quite sure of official best size. But the ones I use are 1225 x 769.

they should be at least 1024x768...anything smaller will give a fuzzy picture.

Is there a way to resize images I find on the web so they are clear and not fuzzy? I have gimp, and do know how to resize images, but is there a way to do it and also keep images sharp?

I hate Gimp, would Irfanview work better? I have not used it in the last 2 years.
