Why no English Counties?

I noticed about the only countries that doesn't seem to have regions in the cities.txt file are England, Wales, Scotland and N. Ireland. For instance, why:

Farnborough,59902,61,,51.3,-0.76

and not

Farnborough,59902,61,Hampshire,51.3,-0.76 ??

It would take me a while to put them all in.

I think that was a design choice by people at SI where the files came from.
