New Name Sets

From the manual and some quick browsing of this forum, it seems that the 0-39 name set limit is hard coded. Has opening that up ever been discussed? Not even adding new name sets so much as adding, say, another 10 or 20, or even 40 IDs with no associated data for modders to fill in. Is it particularly difficult to change or just low on the list of priorities?

I've requested this a few times, since I've created some new name sets, but it's not a high priority for most people.
